City council seeks long term housing leases from private landlords

0
Galway daily news Galway receives over €1 million to refurbish vacant social housing

Galway City Council is inviting residential property owners to contact them about leasing their properties to the council for long term housing needs.

The council has asked those interested in leasing a property they own to submit an expression of interest to the council’s housing department.

“The council is looking to lease houses and apartments in areas of housing need under the Rental Accommodation Scheme (RAS) and Long-Term Leasing Models.”

“Any property will be considered provided it meets or can meet the minimum standards for rental properties and where there is a housing need,” a statement from the city council said.

The Rental Accommodation Scheme is designed for people in receipt of long term Rent Supplement, where the council draws up a contract with a private landlord for people who have long term housing needs.

The council then pays the rent directly to the landlord, while the tenant may pay a contribution to the local authority.

The Long Term Leasing Scheme provides social housing contracts for up to 25 years, where the local authority pays up to 95% of the market rent, and the landlord is responsible for maintenance.

Rental income is guaranteed for the entire contract period subject to compliance with the terms and conditions of the Schemes.

The options for property owners interested in providing properties to Galway City Council are:

1.Long term lease arrangements (10-25 years)
2.RAS Availability arrangements (1-10 years)

City councillor calls for tougher stance on illegal bonfires

0
Galway Daily news Councillor calls for tougher stance on illegal bonfires

A City Councillor is calling for a tougher and more unified approach to tackling illegal bonfires which he said have been cropping up on the east side of the city in recent weeks.

Councillor Alan Cheevers said that a “coordinated approach” is needed from the city council and Gardaí, calling for a task force to be set up to deal with illegal bonfires, and anti-social behaviour in general.

“I don’t think it’s acceptable that we we see Residents and communities put in danger especially in these times where many people are feeling anxiety”.

The Fianna Fáíl councillor said that on one occasion an illegal bonfire was started at 12:30am, shortly after midnight, and that the fire service had to be called out.

He added that this was the third bonfire at this location within a week, calling for sterner consequences for the people lighting them.

“It is time we saw a more serious approach on this issue we need more prosecutions and culprits been held to account.”

A change in legislation to make call out charges for fire services that are presently going “back on the taxpayers”, a part of any prosecution and fine for lighting illegal bonfires should also be part of the solution to this he believes.

Councillor Cheevers said that he will be raising the issue of illegal bonfires with Galway’s Chief Superintendent Tom Curley at the Joint Policing Committee.

Government commits to delivering revised Galway 2020 programme

0
Galway daily news Call for further transparency on Galway 2020 finances

The government has committed to supporting a revised programme of events for Galway 2020 to take place in the last months of this year and early 2021.

Minister for Culture, Heritage and the Gaeltacht Josepha Madigan announced on Thursday that the remaining funding from the Department for Galway 2020 will be delivered so they can reengage with cultural partners and start planning events.

It was first announced in late March that there would be a “significant contraction” of the programme of events for Galway’s year as the European Capital of Culture due to the restrictions imposed during the Covid-19 crisis.

Minister Madigan said this week that the revised programme supported by the government will focus on delivering “key projects” that have been imagined over the course of many years.

“Holding the title of European Capital of Culture is a great honour for Ireland and the programme was shaping up to be one of the largest, most diverse and exciting cultural offerings Ireland has ever witnessed.”

“While the COVID-19 crisis has deeply impacted the programme, I want to acknowledge the dedication and importance of local artists as they continue to work with Galway 2020 and assess the potential for their projects.”

“The possibility to showcase the best Irish artistic talent is not only important for the artists themselves, but for the local community and Ireland’s reputation as a centre of creativity,” Minister Madigan said.

Commenting on the announcement, Chairperson of the Galway 2020 Board Arthur Lappin said that Galway 2020 could never be immune to the changes Covid-19 has wrought on everyone’s lives.

He added that the announcement from the Department is a “welcome affirmation” of the work being by their cultural partners to map a new way forward.

This will require a “leaner” organisation Lappin said, and that unfortunately they will not be able to retain all the members of the team going forward.

Galway 2020 originally announced a three week layoff of all but a “skeleton staff” on April 7, which also included letting go Creative Manager Helen Marriage and the company Artichoke.

“We acknowledge with gratitude all the members of our team for their hard work and dedication to this project.”

“In conjunction with our cultural partners we will explore a programme of events, albeit smaller than originally envisaged, to be presented at the end of this year and into next year.”

“This programme will celebrate the cultural vibrancy and brilliance of our city and county, will lift the spirits of our creative community and audiences, and leave a legacy of which we can all be proud”.

In examining what events can proceed this year, Galway 2020 is focusing on delivering those projects which were originally envisaged in the bid book for the Capital of Culture designation, many of which will be delivered through local partners.

They are also examining the potential for what may be viewed and experienced in a digital format if the event can’t go ahead with its original vision.

People warned illegal dumping will lead to fines and prosecutions

Galway News - Tonnes of trash removed from illegal dumps

People across the country have been warned that illegal dumping could lead to fines of up to €5,000 and possible prosecutions.

The number of calls to local authorities reporting illegal dumpsites increased by as much as 40% in certain areas during March, compared to the same time last year.

Illegal dumpsites have been discovered in streets and byroads, hills and bogs, at public amenities and in private housing estates throughout the Republic.

In response, the Department of Communications, Climate Action and the Environment has ring-fenced €1 million for measures that will stop this activity and catch the perpetrators.

Ireland’s three Waste Enforcement Regional Lead Authorities (WERLAs), who are coordinating the Local Authorities response to illegal waste activities, said those found guilty of dumping illegally with be fined or prosecuted.

Sean Scott, Coordinator for WERLA, Connacht Ulster Region, “The situation is being monitored continuously on the ground with specific incidents and patterns of illegal activity being investigated thoroughly. Investigations will lead to fines and possible prosecutions.

“Household waste services are operating normally. We are asking householders to please use an authorised waste collector or their local civic amenity to dispose of household waste.

He also advised that leaving waste, including recyclables, on the street close to waste collection amenities is considered illegal dumping.

“Now, more than ever, we need to protect our environment and manage our waste responsibly. Illegal dumping destroys our communities and it will result in fines or prosecution,” he said.

Persons who are found to be responsible for, or involved in, the unauthorised disposal of waste are liable to a maximum fine of €5,000 on summary conviction and/or imprisonment for up to 12 months, and to a maximum fine of €15 million on conviction on indictment and/or imprisonment for up to 10 years.

Calls for rural representation on Tourism Recovery Taskforce

galway daily tourism recovery taskforce

Plans to establish a Tourism Recovery Taskforce should include rural representation, an East Galway TD has said.

Minister Ciaran Cannon welcomed the plans to establish the Taskforce, and said that having people from regions like East Galway would ensure that the tourism sector in the Hidden Heartlands can receive targeted supports.

The taskforce will aim to help revive the fortunes of the tourism sector during these challenging times.

Commenting on the plans, Minister Cannon said: “Certainly, the short-term for the sector looks bleak and we must think first and foremost of those whose jobs have depended on the sector, in a variety of roles.

“I will be advocating for representation on the Taskforce from within regions like our own to ensure that the tourism sector in the Hidden Heartlands can receive targeted supports and we cannot forget that Galway also contains an important section of the Wild Atlantic Way which is crucial to the economic future of places like Kinvara and Gort.

“With representation on this Taskforce from within, we can convey accurately the experience on the ground and the views of those most affected.”

The projects, announced by by Minister Heather Humphreys TD, are part of a national funding response to the pandemic.

The NUIG projects to be awarded funding include equipment to make it easier for patients to breathe and improving long-term patient recovery and reducing disability after the illness.

Speaking today, NUI Galway President, Professor Ciarán Ó hÓgartaigh said that as a region renowned as a global medtech hub, the University has been to the fore in looking at innovations that can support the response to the crisis.

“Our main aim is to serve the public good and the range of activities announced today highlight how we are working not only to address the health challenges created by this pandemic, but also our understanding of the economic and social implications.

“It’s important that as a society, we firstly address the current crisis and then look to the future. We find ourselves having to re-imagine our humanity as we face new times and new realities.

“Our community is at the centre of innovations to respond to the crisis and the solutions to restore our society after this pandemic,” he said.

The other projects to receive funding are:

Young artists are being asked to immortalise the everyday heroes of the coronavirus pandemic by submitting their original portraits to a new competition launched today.

‘Draw Our Heroes’ is encouraging children and teenagers to submit paintings of these heroes of the Covid-19 pandemic, which might include a Mum who is a doctor on the frontline, a Dad working from home and keeping them entertained, or a grandmother cocooning.

They could also be any healthcare or frontline worker – including carers, porters, firefighters, the ambulance service, gardai, army personnel and shop assistants, among others.

The organisers of this new art initiative point out that while COVID-19 has brought great sadness, grief and fear, it has also brought us closer as a nation and as families.

The competition aims to recognise and celebrate the many different professions and people who are bravely working to bring Ireland safely through the pandemic.

Competition originator Richard Mulcahy said that these heroes come in many forms.

“This competition will be a way to connect children directly with that concept and to draw on children’s creative flair to acknowledge the incredible stance being taken by an extraordinary range of our citizens operating every day in the face of great adversity.

“I have two brothers who are doctors and are part of the amazing group of front-line workers in Ireland fighting for all our lives. I felt I wanted to do something to help honour all these amazing people,” he said.

He also acknowledged the great support from Uniphar’s Life and Allcare pharmacies who are generously sponsoring Draw Our Heroes.

T”hey are an incredible organisation in the work they do and have been very supportive in many of charitable initiatives I have run,” added Richard Mulcahy.

The drawings will initially be placed online, and a public exhibition is planned for later in the year as a permanent tribute to the heroic efforts of thousands of our citizens throughout the pandemic.

A prize pool of just under €5000 will be awarded to the top 12 entries across 4 age categories. Their hero subjects will also receive a matched prize.

The competition is open to any person up to and including 18 years of age.

Celebrated artist Graham Knuttel and RTE broadcaster Joe Duffy will lead the panel of judges for this exciting competition.

Galway Daily news Another €200,000 invested in eBooks and eAudiobooks for libraries

People are craving stimulation in lockdown, and Galway County Libraries are making some amazing historical content available to read online with the digitisation of The Galway Reader journal.

The Galway Reader was a journal published by Galway County Libraries from 1948 to 1954.

The six year run saw four volumes of the journal published, with each volume containing four issues.

Samuel J. Maguire, the first County Libraries for Galway who held the role from 1926 – 1955, edited the journal, and wrote most of its articles.

Taking advantage of the wide range of resources available in the local studies collection in Galway’s library service, Maguire penned an incredible range of articles covering Galway’s history.

The short but highly readable articles covered a wide range of topic related to County Galway; famous events and people, periods of hardship such as the Famine and War of Independence, and even local sport, flora, and wildlife.

This public service was made possible thanks to a donation from the Hawkins family, made in memory of Seán Hawkins, which facilitated the digitisation of this important part of Galway’s history.

The journal can be accessed online at galwaylibrary.ie

Fibre broadband surveying begins in east Galway

Galway Daily news Work underway to deliver fibre broadband for 2,500 homes in East Galway

Ground surveys to prepare for the rollout of fibre broadband next year are getting underway in parts of east Galway and Roscommon.

National Broadband Ireland, the consortium which holds the contract for the NBP, has contracted company 4site to commence ground surveys starting from this week.

The first surveys in Galway will take place in the Ballinasloe area, which include inspection and recording of poles, cables and underground ducts.

This is prep work for the build-out phase of the Plan which is due to get underway before Easter 2021.

Galway-Roscommon TD Denis Naughten says that homes in these areas will be offered internet speeds 150mbps within the next 12 months.

But that will go up over 2021 he claims, with rural homes expected to receive speeds of up to 1000mbps, while businesses will be able to get up to 10,000mbps.

“The 4site teams have been fully trained in physical distancing practices, hygiene, appropriate use of personal protective equipment and how to engage with the public in a safe manner when required,” Deputy Naughten said of the surveyors.

Data gathered during these surveys over the coming weeks will be used to create detailed maps to ensure a smooth building process over the next year.

Rural homes in the Ballinasloe area will be the first in east Galway to have their fibre broadband delivered Naughten said, followed by Newbridge.
